Barker’s Charity (Charity Number 222049)
Established in the pre-existing parish of St Saviour, the Barker’s Charity originates from a surrender of property in 1710 by Thomas Barker. The property was held by 6 trustees, and the rents funded the provision of bread to the poor, and an apprenticeship.
In 1819, by order of the Corporation of York, the rents were then to be applied in the following proportions: three-fifths to fund the distribution of bread to the poor; and two-fifths to fund apprenticeships for the poor.
Further to a Scheme of the Charity Commissioners dated 23 May 1924, the charity now provides grants for the purposes shown below to those resident in York, but who are unable financially to fund items listed.
Clause 29 Grants
Grants may be made, if funding would be “advantageous to the recipient” and “conducive to the formation of provident habits“, for one or both of the following:
- for or towards the provision of Nurses and of Medical and Surgical assistance for the Sick and Infirm, including medical and surgical appliances, medicines and comforts or necessaries;
- for the supply of Clothes, Boots, Linen, Bedding, Fuel, Tools, Food, or other articles in kind.
Clause 30 Grants
Grants may be made in respect of any person under the age of 21 years, who is “preparing for, entering upon, or engaged in, any trade, occupation or service“.
For the recipient’s “advancement in life” or enabling the recipient to “earn their own living“, grants may fund “outfits, payment of fees, instruction, payment of travelling expenses” or be made for any other purpose which would lead to those ends.
Decision making
The Charity’s Trustees – the Rector, the Churchwardens, and the Treasurer of All Saints Pavement – consider applications for grants periodically. The Trustees are obliged to investigate applications for grants, including
- the character of any proposed individual beneficiary,
- whether that individual beneficiary has shown reasonable providence, and
- to what extent funding is available from others.
The Trustees will consider Clause 29 Grant applications from York based organisations operating within the City.

- the full name and contact details of the applicant;
- the character, and reasonable providence, of an individual recipient;
- the type of grant requested (Clause 29 or Clause 30);
- the amount of the grant for which the application is being made;
- the purpose for which any grant would be used;
- how a grant would fulfil the relevant Clause 29 or Clause 30 conditions set out above (in italics).
